Annual Public Notices

Each year, Asheville City Schools provides official notices to ensure our families and students are fully informed of their legal rights, educational standards, and district policies.

Family Educational Rights and Privacy Act (FERPA) Under FERPA, a federal privacy law, parents and eligible students (those 18 years of age or older) have specific rights regarding access, review, and privacy protections for student education records.

Parents' Right to Know (Title I Schools) In compliance with the Elementary and Secondary Education Act, parents of students attending any of our Title I schools have the right to request information regarding the professional qualifications of their child’s classroom teachers and support staff.

Upon written request submitted to your school's principal, Asheville City Schools will promptly provide the following information:

  • Whether the teacher meets North Carolina licensing criteria for the grade level and subject area taught.

  • Whether the teacher is practicing under emergency or provisional status.

  • The teacher's college major, graduate degrees, and fields of certification.

  • Whether your child receives support from instructional paraprofessionals, along with their professional qualifications.

Additionally, families will receive direct, timely notification if their child is taught for four or more consecutive weeks by a teacher who does not meet state qualifying criteria.

Language Access Commitment: All public notices and family communications are provided in a clear, uniform format and translated into accessible languages whenever possible.
